Steam Web Helper? that's for the client itself.
If you're running out of ram, go up to the STEAM > SETTINGS section in your steam client window, and find LIBRARY in the popup. Read the options, click or unclick the ones that make sense, and restart Steam.
It's best if you look at the Settings screen yourself, and familiarize yourself with what each area does. The only reason I had to assume that it was the webhelper is because that's the only thing that actually takes up any space in your ram, and the only thing that people have ever found to complain about.
Is this for a specific game? Or every game?
