Modding Steam Bought Games
If I buy and download Skyrim from Steam will I be able to mod it like I could
if I bought the physical package and downloaded it form Beth?

Only if the game officially supports modding, otherwise you could be violating the ToS of that game & steam's online conduct.

explain what you mean further. You can not allow access to your Steam account to other users, if you lost a HDD, immediately deauthorize all other devices and change your password or risk account termination if someone else uses your account.

then you can use the Skyrim mods permitted on the Workshop & in-game menu downloading from Bethesda.net .

Lost HD can only have so many interpretations, you're planning to purposely lose a HD in the future? then the answer is if you don't deauthorize and someone uses your account you can face termination

Many mods on the Nexus are illegal, such as copyright characters from other series without the owner's permission. If you ever stream or take screenshots with such mods you can face a community ban. Mods on the Workshop are moderated within Steam's rules and do not allow people to post mods of other people's properties.

I don't plan to loose one I plan to upgrade. But now you
just costed Steam a sale. I'm going to buy the disk,
and install from Beth. Thanks anyway. And stop assuming
everyone is a criminal.

When you buy the disk it will give you a Steam code, and the royalties already paid to Valve... Cheers.

I don't know where some of this info is coming from but Skyrim mods are fine. Illegal is only when they're being sold.

Ignore the rest, just get it and mod it how you want.
