Forcefully refunded and account still restricted... no almost 2 days no reply

I got flagged about 3 days ago with "Fraudulent activity", after I try to buy some gkash(freestyle2 basketball) with my PayPal which linked to my debit card. after about a day steam refund those purchases and the account still under restrictions. so I create a help ticket and attach my ID with a debit card in the same picture. they have not given me any reply or email for almost 2 days. IDK what to do.... money isn't a concern, but the game I spend so many hours to build(with all the lucky rng upgrade). I don't know what I should do next. is there a number that I can call them? I found the valve's number on google not sure that work. any tips/help on how should I free my account?

Well, since ONLY support can help you with a locked account, you wait your turn like everyone else. There is a Global pandemic occurring right now, so it may take some time.

While your description is rather vague, it sounds like you did a charge-back and they flagged the account for fraud.

That's NOT how to get a refund.

OR

PayPal did the charge-back (as they have been known to do) and you have to get them to fix it.

Oh oh i didn't know paypal will do stuff like that. i didn't really do a charge back.. it is only $30 that s like less than 2 meal of take out foods... will try to contact paypal while waiting

If you didn't go through the Steam sided refund process and somehow yanked your money back from Steam, that IS the literal definition of a 'charge back'. That's why the account's flagged, and you need to get that fixed very quickly. you have to repay them what they're owed.

problem is I never ask PayPal to do a refund, nor I try something shady. I just set up my PayPal on this new account then buy in-game stuff. I play the game for 5-6 hours afterward then I got this alert. I go to PayPal and there is no one for me to undo the refund from them........... how can repay them? I still need to wait for the ticket response to pay for them right?

New account you started? Or "new" account you bought? If you bought it, the radically different address and person behind it may have triggered the alert. Also, since Steam accounts can't be sold according to the SSA, you may have to accept that when support contacts you, they'll be asking for details that only the original and actual owner knows, leaving the account locked for good.

Yeah i think this is similar to what happen to me. my credit card to decline(which i just brought stuff on ebay last week). so i just use paypal and it went through. but 5-6 hours after. https://steamcommunity.com/discussions/forum/1/2789318172124543761/

good a tip and try to buy the game without using third party sites like good buy or paypal a and the problem of the refound may be due to paypal I suggest you to call paypal right so they can clarify everything

Yea i try that. they are closed due to covi19. only AI/automatic system work which won't understand the complexity of the problem.
