If you have any doubts about your friend cheating, I would advise against tying your account to his.

Because that's how it works. Don't share your phone number or library with cheaters or people you simply can't trust.

There is no such thing. If your 'brother' commits any violations then your account is equally responsible whether it's cheating, fraudulent activity or something else.

ok. put it in simple terms. you own a gun, you borrow the gun to a friend, your friend goes and kills someone with your gun, and gives the gun back, are you in a way responsible for the murder?

He is don't playing multi-player games, he just want to unlock dlcs for some offline simulator games , can he get totally banned from steam so he can't access his games anymore and me also ?

it pretty much committing fraud and you can get ban on your profile

I'm going to assume it are paid DLCs he wants to "unlock". So in effect, he wants to pirate/steal them.

Yes, that is something that can result in severe punishment and I believe according to the SSA can lead to the termination of the account.

Any fraudulent activity results in a lock for the account in question and any linked accounts. You will not be able to buy any more games, you will not be able to use the market, vote in the workshop, trade and upload anything to your profile. You will essentially only be able to access the games in your library and that's it.

Bans of this nature are for when an infraction happened and not when the ban is applied so if you can't trust someone that shares your account or number then you should revoke everything before it's too late.

So he's going to steal games/dlc from steam, and your moral compass is ok with this? Again, if your concerned about him cheating and being a thief, I wouldn't tie the account to him in any way.
