Won't activate. I own base game. Key is for game+DLC. Says I own it already.

I own XCOM Enemy unknown. I have a code for the Complete version that states it includes:
XCOM: Enemy Unknown XCOM: Enemy Within
XCOM: Enemy Unknown - Elite Soldier Pack XCOM: Enemy Unknown - Slingshot Pack

None of the 3 DLC is in my account. The code won't activate because it says I own it. There is no path through the support site (which doesn't address this issue directly, just duplicate games)

Any suggested path to proceed?

That's probably because the complete pack only activates as a whole.

You can "permanently" remove the base game through the support pages and then activate the key.

As Crazy Tiger says, it's likely because you own the base licence. It's just the way the developers have crafted the product which is annoying so you'll have to remove the game and then add the new licence with the complete contents. Most 'GOTY' type bundles will overwrite any base standalone or already owned DLC but a minority of games don't do this sadly,

Thanks! That works? I considered it but worried that it would say something like "You removed it, so no getting it again" or something equally vile when trying to use the key. :-) Would it matter if the original purchase was a two pack (Enemy unknown & Bureau unclassified)?

Fortunately the removals are done on a game by game basis so you don't have to worry about removing all the licences you purchased together or were bundled.

Well, no go. It tells me it will remove Bureau as well:

Bundle keys always work regardless if you own anything in the bundle it just obliterates any duplicates
