In the event of an account getting terminated or restricted by Valve, are you allowed to make a new account?
This was a question I had while I was re-checking VAC rules. I want to know if you are allowed to make a new Steam account if your account gets terminated/restricted, just like how you can make a new Steam account if you are VAC banned. I tried checking if anyone else had this same question or an answer to it, but I can’t seem to find any.

Accounts are free. If your account got terminated for violating the SSA, create another one and don't violate it again.

1. Yes you're allowed to make new account, nothing stopping you at all.

2. Only thing apply to terminating/restricting your account again is if you break the terms/rules again. In Steam community rules, if you try to bypass your community ban, you can have the account community ban, or permanently community ban for trying to get around the temp community ban.

3. Getting VAC ban is game related means you got caught using cheats, and these bans are delayed, so you wouldn't know when you trigger the Anti cheat.

If it it's terminated or restricted for financial misuse, any of the credit cards, bank accounts or any other payment system involved will be banned too. Won't stop you from making a new account, but may be a hassle to buy things.

How exactly would it work if you to make a checkout with a banned card? Would it ban that account or just say you can’t use this payment method?

Also, is there an official statement that says it bans a payment method? I’m assuming it’s in the SSA?

And not just that, but couldn’t they be able to see the address/ name on the card and know it’s the same person, or is it only that one card?

A card involved in payment fraud will get permanently banned, unusable on any other account. The easy solution is not to use your card for fraud.

I understood that part, thank you, but this brings the question, couldn’t Valve see that card tried to be used on a different account and could result in that account being banned? Or it would just say this card is unavailable, and if so, what would it ban? Would it be number, name, etc? (Most likely just the numbers, but you know.)

You're overthinking it. The card will be rejected. That's it. The number is the unique identifier.
