Downloads being Extremely slow on one account

I have recently noticed that my steam download speeds have slowed down to the point where it isn't worth even trying to download games at this point. The speeds i am getting through steam on this account are around 600kb/s whereas when I switch to another account on the same computer, I receive around 9 mb/s. I have tried all that i have found including checking bandwidth throttling, clearing data cache, resetting my whole PC (i previously though this was a issue with setting within my pc and i wanted to clean it anyway), and still no success. I believe it all started after my friend was messing around with a vpn on my account and trying to change the store region. I am unsure what I have to do and have submitted a steam help request but haven't received a response in 24 hours. I was hoping there would be someone on here that may have run into this issue before or who knows something I do not. Thanks :)

This happens to me too, I just thought it was my wifi card or smthn

yea i thought it was something wrong with my internet too. I contacted my isp and they said nothing is wrong and changed networks with no improvement

Make sure you are connected to the correct WIFI download and upload locations found in the steam settings. Also advise we are in the mist of a covid-19 outbreak and the bandwidth is limited nation wide, due to the number of people on the internet. Thanks!

had the same thing with different accounts
turns it out its caching issue and u need to clear temp cache in steamapps userdata folder
but need to be careful since steam cloud saves and screenshots are stored there so i didnt want to mess with it so i live the lag delay on this acc

well i couldnt find the folder you are talking about but i would assume it would have been cleared when i restarted my pc. Also i find it especially weird that i am only having this problem on only one account and i would assume the temp cache folder would have been cleared when i reset my pc. If I am wrong please inform me and cheers for the reply :)

Im sure my download location is correct but cant seem to find an upload setting. I am aware that Covid-19 is affecting many users but i would never have thought that i would have received this much of a throttle. Also my other account on the same pc is getting around 9-10 mb/s. Do you think they are throttling certain accounts?
