But on Steam there's no way of knowing, as the only way of finding out is visiting each of the game stores, and check if it has it, or not. Normally it's free to play games that has this.
Now IDK if this is recent, but I believe Steam made changes, if you give the game 100% discount, people that claim for free will be mark not able to get card drops, is what the claims I seen on reddit, but again idk if true, as I haven't tested this, and when looking at your account history it shows that game is not a normal license, but they still do count to your profile game count.

Game like this that new, or low sales, or reviews, has "learning" which means can't get card drops, and won't count to your profile game count.
