Report a translation problem
This is because the Steam download manager is a piece of shizz, loosing downloaded data is proof of bad download manager.
The steam download manager doesn't recognizes "saved changes" if there is no connection ON, so his reaction is to delete the data and redownload all of the previous data ( start over)
I just lost 850mb downloading dota2 too , i understand how you feel .
"solution, always pause download before changing connection, disconnecting from it"
"and make sure you reconnect to a connection and "Pause" before closing steam or else data gets even more erased"
If your connection dies or drops for even more than 1 sec, and you don't pause your download, nor reconnect "online to steam" say goodbye to your downloaded DATA, (or at least half or 1/4 of it) which is very disrespectful.
Here , the "Pause" button is truly actually indicating " Save changes or Save Download Progress"
Its not a real pause button but a "SAVE" button.
The "auto-save download progress" should be happening automatically on background, and if you close steam, all data should be recovered, this is not the case with steam, but other download managers can do it, specially in linux and such OS's
Making someone redownload data is technically telling them " hey lemme fck your harddrive a lil bit" , its just plain disrespectful. oh Gosh Steam
But even then, if you're careful, it works, i give it 4.75/5 rating to steam download manager
This is what i did to recover the lost download progress and go back to where i was.
Repairing A Reset Download/ Recovering lost download progress
* Pause the download via the Steam > Library > Downloads.
* Navigate to the library download directory.
* <Steam Library>/steamapps/downloading/
* Rename the folder <App ID> in this case for Dota 2 it's folder 570, i renamed mine to 5701.
(Optional make a backup of this folder to the desktop)
(* For other games The app id can be found by reading the URL of the game store page or by reaching to /steamapps/downloading directory)
* Navigate to the library common directory and rename the folder for the game, in this case folder name is " dota 2 beta " , i renamed mine to " dota 2 bta - 1 " and did a backup of this to the desktop.
* Then i took all the contents inside the 5701 folder i had and did a
copy/paste to the " dota 2 bta - 1 " folder i renamed earlier , (if it asks you about merging files click yes)
(I never ended up touching the backup i did, i just did it in case something went wrong, if you like risks then dont do the backups, they're actually optional -to avoid loosing the data)
* Uninstall the game via Steam > Library.
* After that, then i renamed the folder " dota 2 bta - 1 " back to " dota 2 beta "
(as you can see this folder dota 2 bta -1 will not get deleted because of its name, so its contents should be safe )
* From the Steam > Library window, re-initiate the installation. Steam will detect the files present and should pickup from where you left off.
At least it did for me , i'm back at 10gb / 14.4 gb .

After that you can delete folder 5701 - because folder 570 will get created again
And you can delete the backups you made after you recover your download progress.
* It is key that --- > if you lost download progress, dont keep redownloading later, because then that progress will actually get erased.
If you are going to recover lost download progress, do it as soon as it got lost ( do not download more data or else that progress will be overwritten

FINAL SOLUTION TO AVOID LOOSING DATA AGAIN-
Right click on your game - go to properties- updates - deactivate automatic update and background downloads.
