Steam opens broken after being closed on second monitor
Every time I open Steam after rebooting / exiting Steam, it opens on my second monitor, broken (can't post pictures here? Basically the client is stuck to the left side of my monitor, with the top part and lowest quarter of the client fully transparent, just showing my desktop background in their place). I cannot move the window or do much with the launcher. What fixes it is moving the window to my main screen and back again using shift + windows button + arrow keys. I use the Steam client on my second screen, and basically always close it while it's on that screen. My main screen is 4k, and second screen is 1920p. While not a critical issue per se, as I can fix it by moving it to the main screen and back with the shortcut, it definitely is a bug, and many might not even know the shortcuts needed to fix this.

Note 1: this does NOT happen when I have closed the Steam client while it was on my main monitor.
Note 2: I use the Steam client in full screen mode (expanded), and it opens locked to the left side of my second monitor.

Steps to reproduce:
1. Ensure Steam has been closed while on the second screen
2. Ensure no Steam processes are running (Steam is properly off, not running on the background)
3. Start up Steam, see how it opens broken
4. Use shift + windows key + arrow keys to move the window to another screen to fix it
