How to Change Phone Number without PayPal VerifyCredentialsApp?

I want to change my phone number to a new one. Since I can't receive the confirmation SMS on my old number I opted for the Steam Guard code to be sent to my email. No problem there.

Before I come to a window which would let me change my phone number Steam wants me to verify a purchase via my PayPal account. After I type in my PayPal login info it then wants me to agree to let "VerifyCredentialsApp" have access to part of my account info.

All I want to do is change my Steam phone number. How can I do that without the "VerifyCredentialsApp"?

You probably cannot. It's there for security so someone ELSE does not just up and change YOUR information to THEIRS.
