Overlay is invisible on some games

I noticed this for the last two games ive played (Hard Reset Redux and Evil Within 2).

Im using Big Picture mode, and when i hit the guide button i can move the sticks and/or push buttons and it makes the steam sounds respectively but i cant actually see the overlay. Hitting the guide button again goes back to the game.

Ive launched a few other smaller indie games and the guide shows up just fine. I was hoping there is something i can do to fix it?
