No. You can recover the game the same way you remove it. It doesn't "permanently" remove the game from your account, it will however temporarly disables the license and will be hidden from your steam library and games list.

You purchased it, so ofcourse you get charged.

You're confusing removing with refunding. You're doing the former, but it seems you want to do the latter.

Check your statement, then you understand what you just said was pretty dumb.

You bought the game.
Money is pulled from Paypal, if the payment method on Paypal was to pull money from your bank, then it will chrage your bank, which the money is sent to Paypal, which is then sent to Steam.

You removing the game does not issue you a refund if that what you're asking for, as that not how it works. You put in a refund request. View your purchase history, then click on the transaction that has your game, and choose the option to refund, I suggest learn to read. Reading can help you a lot in life.

is your question what will happen when you buy a game with a paypal account that has 0 balance and is not connected to your bank account OR your bank account is on 0 balance too that paypal will not be able to charge the money?

in germany you get a mail from paypal saying you have to pay within X days + some extra Fees and the paypal account might be banned from buying something if it not has enough balance beforehand

i think you should try to recover the game and get a refund not remove it
