Not Able to Connect To The Steam Store

So, I opened the Steam client and went to the Store tab and was greeted by "Error Code: -107
Failed to load web page (unknown error)." I simply thought Steam was down and went about my day. Tried to go to the Store this morning and got the same error. On top of that, I can't access steam in Chrome (This site cannot provide a secure connection) or the Android Steam app (check network settings blah blah blah net::ERR_SSL_PROTOCOL_ERROR).

I have tried ...

1. Uninstalling and reinstalling.
2. Clearing the cache in Steam and rebooting after doing so.
3. Turned off Date/Time sync. Rebooting in between.
4. Removed files and let the client update. Rebooted.
5. Made sure that it was not set to run as administrator.
6. Made sure that it was not set for a family view (can't get to that page either.)
7. Uninstalled the last two games I installed before this happened. Rebooted.

Currently running Windows 10, version 2004. Nothing on my network connection has been changed. All other websites that I use can connect. I am not running a proxy (it's also not on). Steam has worked before. I was able to install, download, and purchase games a week and a half ago.

Any ideas? I'm beginning to lose hope.
