Long story short, your videocard is way below minimum requiremens. The answer is no.
The game experience may not be to your likely if related to not likely the visual quality due to your GPU limitations.
But to be on the safe side, ask in the elder scrolls online forum, because they made have change the system requirements, but didn't bother updating the page to give this information. As the last video made showing someone using GT 730 was over two years ago, and this game has gotten update, and new content, so things may have changed since then.
