Where does steam downloads the game files before installing them in the final folder?

I have my OS on C:\
Steam Library on H:\
Steam Installs the game on H:\CSS\Juegos\Steam\steamapps\common\"game name"

Does Steam Download the Files on a temp folder on C prior installing them on H ?
Or Does steam Download the files on a temp folder in the game library in H and then it installs them onH:\CSS\Juegos\Steam\steamapps\common\"game name"?

It might be both, depending on the Game Downloaded? maybe im wrong?

The common folder where games are installed used to be where they were also temporarily downloaded to, before installed, but with so many recent changes, i dunno if its still located there, or not...

It would be a separate folder in the same location if you wanna find out to be sure?

I managed to find out by downloading a large game too. But thanks. That info is useful.

In my case the downloads were going straight to H:

H:\CSS\Juegos\Steam\steamapps\downloading\"anotherfolder"

It seems it was setup when i changed my library from C: to H:
