Only STEAM games run at 1 fps - Help
I'm having a weird problem and I've checked other discussions, and they don't seem to be helping me a lot.

I have 2 games on steam that I've installed - American Truck Simulator and GTAV. Both start off at 60 fps but then drop to 1 fps, leaving me unable to do anything.
Lemme explain further-

before, I thought the problem was only with GTA and when I tried to fix it, it said I'm missing my GTAV.exe and my GTAVLauncher.exe, I tried uninstalling and reinstalling GTA, didn't work, some forums said Avast had deleted the launcher, I checked Avast and there's nothing in my quarantine folder. I did everything imaginable from graphic cards, checking for overheating, watching my CPU, literally everything. Nothing worked.

Then, I tried to open American Truck Simulator. Ran 6 fps during the Intro to the game, and 1 fps in the start-up screen. I'm troubleshooting it, nothing's coming up. For both games, I'm using High-Performance NVIDIA, and I have no idea what else to do. I'm updating steam, installing/uninstalling my games, updating graphic cards, etc. I don't know why things decided to stop working on me now - everything was fine 3 weeks ago.

I have an Intel Core i7-6700Hq, CPU - 2.60GHz, with NVIDIA 960 GTX Graphics. Nothing is overheating, and I have enough space for everything. I run all my games with other tabs closed. Help?

*Other games that don't use steam, I can run up to 500 fps.*

Avast is known to interfere with Steam. Get a better AV.

I uninstalled Avast and downloaded this new antivirus program. Still having the same problem

Try "whitelisting" the programs in the AV. You might try to disable any "real time scanning" or "sandboxing".

You might even have something wrong with your CPU or video card. You might try uninstalling your video card drivers, and then installing the newest ones. Even if it auto-updates, it might have some corrupted files or something.

I manually installed the newest video card drivers. There's nothing in my Quarantined folder under my AV, I disabled whiteboxing. In GTA, The startup menu (where you choose online or story mode) I run perfectly fine - 60-70 fps. Then the game is just crap. I tried reinstalling both games (since I uninstalled my last AV - Im using bitdefender) and neither are running well.

Also wanted to mention - just downloaded a new steam game, thought that maybe it was just those 2 games not working. Running 1 fps with this too. I'm really out of options I have no idea what to do.

Anyone find a good solution to this? Have the same issue with Witcher 3. Tried everything and the computer is only 7 months old.
