ALL games are capped at 60 fps on laptop, even with V-Sync OFF!
Windows 10 laptop with NVIDIA GT 720M graphics card. Framerate is capped at 60 fps on ALL games, but only in fullscreen mode! Games run at 60 fps in fullscreen mode, while they're uncapped in borderless and windowed modes.

I have tried turning off v-sync in the game, forcing V-Sync off in NVIDIA control panel, turning off Game DVR, reinstalling NVIDIA drivers, downgrading NVIDIA drivers and clean reinstalling Windows 10: literally NOTHING works!

I even checked for the BatteryBoost feature in GeForce Experience, but it's not supported by the laptop so it can't be on. To be sure, I uninstalled GeForce Experience, but the problem is still here.

I found a lot of threads around the Internet and nobody found a solution to this problem and all topics have been closed, so I thought to post a new thread here.

OS: Latest Windows 10 Pro x64
RAM: 4 GB 1600 MHz
GPU: NVIDIA GeForce GT 720M

Asus F550C, i7-3537U.
I think your laptop can't get there. Your screen is a 15.6" LED HD (1366 x 768) 16:9 Glare and it's just something basic if it could get even to more than 60fps your screen can't give that to you.

When framerate is capped at 60 fps, I get an INSANE tearing I can't get rid of and I don't want to enable V-Sync.
Tearing is introduced every time the GPU renders frames in a frequency above the frequency the monitor is capable of. To get rid of it Vsync (Vertical Synchronisation) was introduced. It is purpose is to allways keep both GPU and the monitor synchronized while rendering frames.

Not really. Major Tearing expecially happens if GPU renders at the SAME framerate of the screen refresh while VSync is disabled. Just limit your FPS to 60 and disable VSync, check what happens.

Well yeah topic is really old.
Anyway, it turned out to be a WDDM issue with Windows 10. Rolling back to Anniversary Update (for example, LTSB) or to any older Windows version fixes the problem. Laptops without Hybrid Graphics don't have the issue. They'll eventually fix the issue in the upcoming Windows 10 update (hopefully).
