refund system is a joke.
SO, i spent 70usd on For honor, 10 hours downloading it, then 4 hours of trying to get the game to work ( in menus trying to get it to join a game without crashing) changing settings etc

Then i finally gave up and requested a refund ( 1st time ever) only to be told no because i "played" the game for 4hours.

So, am i to understand that steam does not allow people to try to fix the issues themselves and just ask for a refund before trying to solve the problem myself?>?

NOT HAPPY.

Anyway, i have sent 5 requests now over the last 2 days, all declined with the same reply, i think it is not even read by a human just a robot that checks time "played"

You have 13 games. You clearly haven't spent $1000s on Steam. I on the other hand have spent $1000s on Steam but have never had this problem on not knowing the rules for refunds (the purchase window provides you with information about your refund rights).

You can definitely ask for Fair Trading to look into it but I'll point out that in the lawsuit between the ACCC and Steam every single refund request Steam denied up until that point was considered to be legitimately denied the only thing Steam was pinged on was not indicating they actually would provide refunds under certain conditions.

The bar for getting a refund under Australian law is quite high you have to prove the software actually doesn't work, not merely doesn't work for you. If they can demonstrate it does work on a test system of the specifications that they say it should work on the ruling will be the issue is on your end which will exempt Steam from having to provide a refund.

For what it's worth, I have had a game refunded after more than 2 hours play time, so it does happen.

I bought a game (Azure Striker Gunvolt), idled it at home to farm the cards (definitely over 2 hours), then I took it to work where I could only play offline and the game completely failed to run. Checked the forums and saw that it's been a problem since it came out 2 years ago so I requested a refund, not expecting to get it since I was over the 2 hours (and I think the 14 days as well). Surprisingly it was granted to me, and they didn't even take the cards.

No. The point is that it's too labor intensive and too sensitive to abuse for Steam to do anything but stick to the rules with only a tiny margin of give. Twice the number of hours is not a tiny margin.

i do actually, In Australia we have a thing called Fair trading.
So how does that process work? How do you prove the game is broken and it's not a problem on your end?
