Cant add freinds

bought a game off of the steam store not a key not off of a third party sight, i got Kotor on steam summer sale but it still says my account does not meet the requierments to use this feature, any help is appricated im sure its something simple.

For how much?, it has to be at least $5.00 USD not below in order to remove the restrictions.

Ah thank you it looks like it was only $2.49, i was completly unaware it was $5 minimum i should have looked better, thank you for the help that cleared it up embarrassingly fast.

you cant add friends when you're level 0,

I believe that while you can't add friends, your friends who have transactions on their accounts can add you instead. It should go through if they send the request.
