Steam Client Bootstrapper Error
OK, apparently this error has been around for nearly 4 years, appearing when accessing the steam library or even rarely when logging in according to records from the internet.

Unfortunately, after updating steam on 12 July 2017 this error started happening to me immediately. When it began, the error shows up when I login. After trying a "fix" by deleting some steam files and letting Steam redownload it, Steam will either show the error when I am logging in or when I try to access the steam library. After trying more online "solutions" Steam just flat out errors when logging in.

I've spent approximately 14 total hours trying to solve this. Here's what I've tried:

- Removing all steam files except "steamapps" and "Steam.exe" and then let Steam redownload everything.
- Disabled all anti-virus and firewall.
- Changed compatibility and ran compatibility troubleshooter.
- Contacted steam support (hasn't responded)
- Moved "steamapps" away (so that I don't have to download my programs again), then reinstall Steam.

Basically I've tried every solution online, if you've found any different fixes that I've haven't down please tell me, thanks. At this point I might as well try reinstalling windows 10.

Same issue here. Steam crashed at startup the first time I booted up immediately after the update, then after rebooting it'll work (I can access my library, community, etc) until I try to play a game. Bootstraper error shows up and the game crashes to desktop. Running windows 8.1

I have also tried previous fixes, including the crashhandler.dll fix with the OLD file replacement. Nothing seems to work. I am running Windows 10 64bit, i7 6700K 4.00Ghz 8CPU, 1060GTX, MAXIMUM VIII MotherBoard, 16RAM.

:ChipJoy::ChipJoy:WORKING FIX FOUND. At least one which is working right now, as I am typing on the app instead of on the web.

Open or search on windows for CMD or COMMAND PROMPT, right click to run as an administrator.
Once open, type

Netsh winsock reset

Press enter for command then restart the PC as suggested. Should be fixed now.

it launces without the No conection Error i got earlier so i guess it worked

The guys from Steam messaged me back telling me to do what AlwaysRM did. But instead of executing "netsh winsock reset", they are telling me to enter "netsh winsock reset catalog". best of luck to me, backing up everything into a USB because I do not know what the heck this command does.

Yay, it worked! apparently executing "netsh winsock reset catalog" removes some internet restrictions and I found out the reason as to why steam broke after updating was because it didn't completely download and that some data was blocked by some firewall on my computer.
same here. netsh winsock reset doesnt work either.
valve, pleaaaase fix this!

This worked for me! OFC its something stupid like that causing an issue. My steam would try to load but hung on connecting to account, it would use a ton of cpu very irreguarlly.
