It seems lots of people got this problem, including me, after the latest update. Steam, Plz fix your s*h*iiiiiiii*t!
For now, you could try this:
1, Uninstall Steam
2, Run [ netsh winsock reset ] in cmd then restart your PC
3, Reinstall Steam

This worked for me.

I've had tons of problems with the steam client crashing and not being able to log in over the last couple of weeks, for me these were connected with the following file:

\Steam\userdata\STEAMID\config\localconfig.vdf

Being over 500MB in size. Not sure if this is the same issue, but I was able to login just fine after deleting it (had the bootstrapper stopped working error before).

Warning: Doing this will reset your Steam Client settings (e.g. chat-settings) and game startup options.

this worked for me

I've tried deleting the supposed effected file then, also tried uninstalling then reinstalling. both of which have done little to change the effect. It would be great to hear something back from the Admins about this so we can know what's going on

I have the same problem and none of the solutions of this page worked for me.

Same problem. Tried a bunch of different things, but nothing has changed. I noticed it only happened after a Windows update, but I can't be 100% sure that the real problem.

I tracked the problem down, it was a broken Source Mod, of all things. The mod is called "Mystery Combat Man 3" and removing it completely fixed it.
