You can only refund back to the original payment method.
So, if you charge your Steam wallet with a PaySafe card, then you can only refund back to your PaySafe card, if that is possible.
You can not abuse Steam to launder money.
If Steam can't refund back to your PaySafeCard, then it goes right to your Steam wallet only, they do not provide other methods, nor transfers. When refunding it goes back EXACTLY how you paid, if not able to go back exact payment method you used, defaults to your Steam wallet only.
