Normally thats the ping a server host has.
seen several wifi fix from manufactor in software update to wifi on routers
even reset to default, has also help because of configuration change in update.
ps.
if both use sametime, then that could be a problem, some router is not that great with multi users, ( they are actual is seen per household with own multi access, not through walls to neigbours. ) and even if person that pass through from router wifi to connection can reduce signal. ) so router installation might be better at wall closer to you, again depend on building or wall armed wire and concrete is worst case, but i doubt its that. with that good signal.
i just mention this so you get the bounce on wall effect and why you get signal and if person walk through it. )
There's more people connected, not really using it, but the other people are connected to the wifi.

This happens randomly when others are using your internet as well as signal strength through objects and walls.
Could also just be the connection in game.
For instance. If I try and que for CSGO matches on Faceit at a certain time of day or night it'll match with people form canada and even europe...
so Server ping, and the server's own packet loss can play a big roll in connection speeds.
I'd say Try testing multiple games then seeing which ones are the laggiest.
