Does your OS have the Korean language installed?
Try going into Steam beta, or opt out instead if already in Steam beta.
I'm pretty sure Steam has supported Korean language for quite some time, but I don't use the language myself, nor speak it, but anyways to better ask of you, was this always been the issue, or did this issue recently happen?
Yes. There was a problem after the update and it happens regardless of the beta subscription. Steam UI, except for chatting with friends, comes out well in Korean, and Windows is also in Korean.

If you see a Green, Yellow, or Red Circle icon, that means update for your friends list, just so you know what to look out for if they push an update to your friends list.
