Steamworks Common Redistributables downloads everytime Steam starts

So I had this issue where Steamworks Common Redistributables would download everytime I started Steam. The downloads were different file sizes, but they were the same two sizes everytime. Just over 500MB and 300MB. I don't know what caused it, but here is how I fixed it.

1. Wait for the current download of Redistibutables to finish.
2. Go to Library and filter for Tools.
3. Find Steamworks and launch it.

It looks like it installs the package and thats it. I'm not sure what caused it but after a lot of troubleshooting it looks like an update may have failed, packet collision, ect. Either way after doing this, it no longer downloads when I restart steam.
