How to know if someone has blocked me?

If I send the request to someone who probably has me blocked, does Steam tell me that I am blocked or does the request send the same? My last question: If that person has me blocked and I am not his friend, can I see him in a group?

You cant see it. If the user just blocked you and did not remove you also as a friend, they will just appear as forever offline to you, even if in reality they are online and playing or similar.
Also, none of your chat messages will reach them.
If you send a friend request to a user who blocked you, he will not even receive the friend request.
And you should get a error message when trying to send the request.
It will not say why, just some " a error has occurred when trying to send the request. Please try again later".
Which is one of the few signs of you being blocked by that user.

And yes, if you are both in a group you can still see him, you can also see all messages he writes on the forums and such.

If they are on your friends list and you see that you are not on their friends list (if it's public), you'll know that you are blocked.

if i send a message on their profile and it says something about a network problem, but I see the message after refreshing, does that mean they blocked me? I could comment on other ppl's profiles without the network error message

That's odd.

Cuz if you are blocked, their profile comments will be closed to you, so you won't be able to post there in the first place.
