In theory, your brother could use family sharing to allow you to play his games. However, that is very restricted, and also dangerous for his account so I wouldn't recommend that to him.

VAC bans on a shared game alao destroy the original account -- and you can't just share the non-VAC games.
I wouldn't be surprised if this also happens if the game in question wasn't even shared, but owned by the account who just happened to also share your games. Steam isn't exactly known for its customer-friendly demeanor.
At some point in one's life you have to shed the cynicism.
