You cannot. Cd keys are one use only. The disc means nothing when a game has an online activation like steam.

You can't. Steam games cannot be transferred to other accounts.

In theory, your brother could use family sharing to allow you to play his games. However, that is very restricted, and also dangerous for his account so I wouldn't recommend that to him.

Oh, thanks a lot man. So my brother will have to share the game by the family sharing?

I fail to see what the problem is with sharing with your brother. After all, this is what Family share was meant for...

To the OP.
Here are instructions for family sharing...

VAC bans on a shared game alao destroy the original account -- and you can't just share the non-VAC games.

I wouldn't be surprised if this also happens if the game in question wasn't even shared, but owned by the account who just happened to also share your games. Steam isn't exactly known for its customer-friendly demeanor.

No ♥♥♥♥, spare me the details as I am already aware but this is his brother for crying out loud.
At some point in one's life you have to shed the cynicism.
