Family Sharing and Achievements

Odd question. But say if I set up family sharing, account A has the games, account B does not. If I play the game on account B through family sharing will it earn achievements? and if account B decides they like game enough and buy it do those achievements stay?

Yes and yes. Same with savefiles if they use steam cloud.

If they use the same PC then some games that only saves games in once place might open the save of account A so watch out for that. Shouldn't happen that often.
If they use different PCs then the saves will be fine.
