Add the Steam domains steamcommunity.com and steampowered.com + the Steam.exe process and all instances of HL.exe and HL2.exe , +
http://store.akamai.steamstatic.com to your antivirus and Firewall exceptions.
Akamai is a filehost for images from many companies. adding www.akamai.com night help already with some non-steam websites.
Do you use the standard Windows Firewall, or an anoying "3rd party firewall that should not be included in just any AV suite becouse it's too dificult for most users to use"?
Some more info you might or might not need, or maybe just to cure your curiosity :

So just added them links to the exceptions and nothing has changed :/
However i fear your problem is more serious. If the above doesn't help, or the issue comes back i strongly advise to seek an expert to help you (possibly desinfect, and at least) repair your OS & software.
This information page
http://wikifixes.com/en/errors/0x/error%20324/?gclid=CPa2pKn5tNACFRa3GwodaQsPoQ
does have a free repairtool download but still i advise the check-up & repair (possibly desinfect) to be performed by an expert.
[Edit] Maybe the culprit malware (not saying there is/was malware, there could be other causes) has been automaticly removed by AVG but it might've caused damage AVG could not repair with the suite you have. If so (check AVG History) give that info to the service you choose to help you out. [endEdit]
You could go to AVG Support, however i do not know if AVG offers the propper support in this case. With a lot of AV this is also dependant on wheter one uses free or premium products. Mostly, freeware users should ask on their forum and not at Support.
Otherwise you could go to a nearby shoptechnician or computerservice (f.e. ITstudents) or to
http://www.geekstogo.com/forum/
GeeksToGo is free of charge and i know they offer the complete service you need. Read the sticky on their forum carefully and follow it's instructions. They ask you to perform a specific scan and copy results into you initial post.
Important : ask for expert help at 1 place and stick with them untill they say it's OK.
Their task might not be done yet when you think it is.
Furthermore, their methodes might hinder each other, sometimes damage your computer even further if you were to ask help from more then 1 service provider.
