Report a translation problem
Under different circumstances, unread messages showing up & not readable from within the client, could be removed by reading them with Steam opened in a browser. You could try that but it's actually a different problem then the one you suffer.
Same thing shows up.

Comes out after I clicked on the notificaitons icon then unread chat messages.
Be advised, Steam Support can be slow. They did hire more employees a few months ago but still did not completely work away the backdraft from 77.000 acc. hijacks each and every month + countless more scams. So be patient with them if you please.

(as well as the message shown in your screenshot) state you should not be able to "open" or "initiate" chat.
Fact that the messages are marked as unread implies you were offline when they were send. If you have a way to contact one of your premium friends outside Steam (f.e. via DOTA in-game chat) please ask them to send you a chat message when you're logged in online to the Steam Client. Perhaps you can then recieve the unread messages (at least, from that particular friend). I do not know if that might work but it's worth a try.
Whatever man I'll try that method :)
- logging in via a regular browser will enable us to read the messages
- Logging in via the Steam client will enable us to at least use the hyperlink "Mark all as read" without reading them.
These 2 do not work for everybody. Lgging in on an entirely different computer can solve the issue for some Ppl.
