CX_Freeze Fatal Error Cannot get zipimporter instance

I installed a new game a couple of days ago. After rebooting I got an error box upon logging into Windows:

"CX_Freeze Fatal Error Cannot get zipimporter instance"

I Googled the error and what I was reading made me believe it was a critical system error which concerned me greatly of course. The game wasn't running properly in any event so my first action was to delete the game and get a refund from Steam and then delete the Steam client. After that I changed my startup setting so that only MS critical apps run. The problem does not occur when I boot into Safe Mode. I then followed several suggestions I found to check the integrity of my Windows installation by running:

sfc /scannow

and then

DISM /Online /Cleanup-Image /CheckHealth

a problem was found and fixed. Those scans show no more issues.

I continue to get the error. Since this only started happened after I installed the Steam client and installed / uninstalled the game I feel like the problem must lie with something to do with Steam or that game (Elite Dangerous). The game installation locked up my computer and I had to do a hard reboot and it was only after that reboot that this error started appearing.

That game installation also caused 4 C++ redistributables to be installed and I have not deleted them.

Today I updated my NVIDIA drivers.

The error still occurs when I reboot. There doesn't seem to be any negative effects to getting this error but I'd rather not have it at all.

Any suggestions on what I could try to get rid of it?
