Creation of Collections when sharing a game from another account
I have created a second Steam account, and I have made family sharing on that and my first. The purpose is so I can play Cities : Skylines without all the mods and workshop assets , and allow myself a clean canvas to build up mods again, in neat collections on Steam, and eventually migrate to use this account for all my mods and assets and clean up my other main one.

I have a problem - When I subscribed to the first mod, I clicked on "Add to a collection" and without any issue set up a collection and the mod is in it. I re-iterate that this is on the strength of "Borrowing" the game from my other account, and has worked no problem. However, as I want to make a library of collections, and organize things properly, I was surprised to find that the "Create Collection" button had been replaced by text stating "You must own Cities : Skylines to create a collection" after clicking on "Browse Collections" for this game.

Why has it let me create one collection to subscribe to the mod and won't let me create others? The first one was created by clicking the "Add to collection" button and then the "here" link when it popped up with "It looks like you have no collections currently set up on the workshop for this game" (paraphrasing)

Is there any way to create collections via a POST API request, or by entering that "here" link in a browser? I can't see the "here" link anymore because instead I get the other collection showing up with no buttons to create more. I know I can do this job on my other account by the way but this is not what I want.

Please don't comment if the reply will be along the lines of "Steam don't allow family sharing collections" because this is not what I am asking, but rather how my scenario has let me create one, but not more.

Looks to me that steam had not cleared the cach when you logged out of the old account and into the new, SO in part, it still see you in the old when you're able to create the collection! At that, steams platform has had glitches from time to time. and you benefited from one! Am sure this may happen to others as well. It's simply unreported! ONE way you might get around it! IF and only If you own another game in that account, OPEN the create collection in it. and in that settings, you than select the game you want it associated with, if it's possible. as I know you can select what collection you'd like to save assets/mods in once the collection is created. It' may not care what game it had been created in to start with!!! ONLY something to consider!

Try using this link in your web browser to create new collection https://steamcommunity.com/sharedfiles/editcollection/?appid=255710

I was jest able to do on a new steam account. I opened several windows with that URL. I filled one by one without publishing. Once i did all of them I published them.
