Skyrim V DLCs?
Am I maybe stupid or something, but however I search steam shop I cannot find a way to purchase any of 3 Skyrim Elder Scrolls DLCs...I jave a base game and want to purchase DLCs for it...any help?

It's unlisted on the shop by the developers, same with the "original" TES V game.

Bethesda has unlisted those DLCs and the Legendary Edition which includes all DLC is no longer sold on Steam.
Bethesda also no longer discounts those DLC.

Sadly, there is no good deal at the moment for Skyrim and its DLCs.

Could get the Special Edition which is only around $20, which includes the game, and all the DLC's, as well get native 64bit support, as the Special edition is 64bit, instead of the normal edition that's 32bit.

Unless you're using a 32Bit OS, or have hardware that's not the greatest to speak, then would make sense to have the 32bit version of Skyrim.

The main issue is mods, many mods of the "Oldrim" did not get ported over to "Newrim".
If mods are important, then Newrim may not be an option.

That's true, but at same time, most of the mods these days have been for "Newrim", as "Oldrim" getting new mods slow down. I believe there's a youtuber that still views all the mods for both versions, but as of late mostly been looking at "Newrim" for a lot of his videos as of late.

Sadly, I am playing on laptop that is not bad as such but graphic card is not so great so SE is not really on option for me atm...

Any suggestions about DLCs? I know one is not so good as others, not sure which one though :/

Hearthfire is rather optional. It's just a "build your own house" DLC.
But, if you get the Legendary Edition, which you can currently get for the price of one DLC, you get all three in one.
If you can wait, you can get the Legendary Edition dirt cheap when on sale.

Dragonborn and Dawnguard are the essential DLC's, Hearthfire is rather a small "addition" as said above.

Dragonborn adds a complete new world, it's not as big as Skyrim but still cool to explore.

If you somewhat remember Morrowind and its location, I'd say go for Dragonborn.

But yeah, if you can get the Legendary Edition, that's definitely a better option.

Hearthfire is also a chore.. you should read up on which houses can hold what, and what the upgrades do because if you want to change.. you have to scrap the dlc and start over.

Which isn't possible at all in the SE... ask me how I know -.-

No, Legendary Edition is Oldrim including DLCs.
It's no longer sold on Steam. Bethesda removed that entry.

If I buy Legendary, do I need to reinstall the game? I have some mods, would reinstalling affect them? :/

No reinstall necessary.
Mods may or may not need to be updated to be compatible to the DLCs. Better check that on SkyrimNexus.
