Can you activate a game + DLC key, with the game already in your library?
I found a cheap code online for a game + the all the DLC for it, 'Sanctum 2 Complete Pack' to be presice. I already own the game, so I'm wondering if I buy the code, will it let me activate just the DLC? I know you can't activate codes for games you already own, but I only own half the content in the bundle.

The key is so cheap, I don't care about the game, I just want the DLC.

if you dont own "complete pack" and you dont since you say you dont own all the content
then the key will work for you since its techically a different title

i.e. you have sactum 2 base game which is different then sactum 2 complete so when you go to activate it it will give you the license for all products included with the key regardless whether you own it or not

it may or may not provide you with extra copies of game/dlc you already own to give to friends

Buying a 'cheap code online' generally means 'it's stolen or forged and will be irrelevant to your steam account anyway'.

Most games require you to buy the dlc on the platform that you have the base game.

Games haven't been inventory items for about 5 years now, "giving to your friends" is not an option. I'd be much more concerned about the site that they bought this 'super cheap' key from.

For instance, if you try and type the name of said site on the forum.. does it get censored?
If it does, it's a scam site and your money may very well have just been tossed down the toilet.

If its not a code from a random site,
in good shops you can buy games and dlc for steam online. They dont sell "codes", but you get a key.

So what shop was it here?

Try activating the code and if it doesn't overwrite the base licence and cannot be activated then remove the original licence and then add your new code with the complete version. This type of thing varies between games and it's all dependant on how the devs have tailored their product.
