i did, still not fixed
It should not do that at any time. Do you have a controller plugged in, or any other input device that might somehow be triggering it to come up? Lots of people have been having trouble with controllers recently around here for whatever reason.
I contacted steam support, but they refuse to help. throwing blame on my system and/or microsoft windows

ps.
there is a app controll that can prevent app popup, but before you do that you might want to check OS first. and addware chack and virus checking.
and also try a roll back to last know system files might actual also be a good idea.
before fiddle with app notifications.
there is a reason why i mention this, then app can make popup and system says its okay to do so. any app can do that, its not the old ways with full screen game was master in the old days, you can actual have a email that can do the same.
