No internet. Steam do not allow me to Play my games
Why this piece &#$&@& steam fo not allowing me to log in offline?!
How come I have no Access to my games?!
When I want to open steam and just play my games I cannot open steam to Play games! What is wrong with this damn steam?! Let me in to Play my games! What the ******? Seriously! Why I do not have offline mode?!

Epic is allowing me to play installed games!
I also can Play origin games offline!

Problem is that I read this and I cannot use online mode. Three is no offline button. After trying to enter my password, window pop out and shows me only cancel and try again. How I suppose to go offline though steam options if steam do not want to run!?
I thought "f**** it I will play through shortcut" but this damn steam pop out his damn login window!

I tried it too. Steam still forces me to log in. That is sick.

Well on some level Steam is DRM. So if Steam can't confirm you're licensed to play those games, that's part of the point of Steam. Offline mode does require to you have been authenticated at some point, and that successful authentication is stored and used to grant permission even offline. Without that you have to login, confirm you're you, and then you can use offline mode.

If that is absolutely unbearable and unconscionable to you, well then Steam is not your platform moving forward, is it?

Dude I have lots of games on this ****** steam! Move forward? No problem! Refund all my games! I have more than 150 od them! Pay me smart a+& and I will move forward!
I play just now origin game! Well it can be done! Also I can play installed games on epic! Did not try others but those 2 seem to beat this damn steam! Your advices are useless. Maybe you just move forward?! Find some door and check if you are not behind them. It is the best thing you are qualified for.

Well that's just how Steam has always functioned. You not understanding that isn't a problem for Steam to resolve unfortunately. You'e just going to have to learn how the system actually works now...

I mean you act like you're never going to have an Internet connection again... In which case I'm not sure how you imagine Origin or Epic are going to solve your problems. I don't believe those platforms are a free for all...

Internet provider have malfunction that will take them some hours to fix. It is very rare occurance. Untill now I had no idea that steam can be such piece of ******!
As for now without internet I played game on origin but only one so origin is not that great. Sims 4 worka fine but other games on origin seem to want access to origin. But Epic allow me to play games that were installed. And I had only free games on epic as I was not buying games there. But as I can see now epic is better than steam! It does not block me from playing games that I bought and own as this piece of ***** steam! And think that I was negative towards epic! While steam is this worst one!

Next time you can enter Steam, check and make sure that in your Steam settings the option "Don't Save credentials on this computer" is unchecked. If it's checked, offline mode is disabled.

Forgot to mention that I had steam set to remember my password! But as I was playing game on steam in SP mode I was not aware that internet went down. I noticed this when I quit game. I had to restart my PC and on my smartphone I checked on my provider web page about if there is any issue on their side. And it was. So after PC restart this damn steam popup window had not remembered my password! So it was not letting me in even to steam library. This is damn sick. But while I had manually disabled my PC I was testing if any game can be played without steam and Kerbal Space Program allowed me to play. Do some games bought on steam somehow can be played! Anyway this experience put big distrust to this damn steam platform. As I did not want to support such platform as controversial epic store for their excludive grab, now I see that epic is preatty good ad i. Bad time when internet for some readon will ho out I will be able to play games on Epic store! Life as in this example can change minds! I just gained respect for EPIC store. Good lesson for me to not stand on some side blindly. Steam just shoot its foot.

I have steam guard. Is it also same thing?

I see this option that you mentioned. It is unchecked.

Yes, some games on Steam are DRM free. Most however are not. You'd have to google specifics though which games are or aren't subject to Steam's DRM.

My internet provider fixed their issue with internet availability before time that they posted for taking care of this malfunction that they had. So this is good news for me. But still steam just p***d me off good.
