Report a translation problem
On your Steam Link, go to Settings -> Streaming, then press Y for “Advanced Options”. The last option on the list is called “Controller Overlay” and is the one you want to change. I set mine to “Guide Button” so that now holding down the Xbox button brings up the bottom-third overlay, while just pressing it continues to open the Steam guide as normal. You can also just set it to “Disabled.”
This works for me while streaming Control. When I pick up intel, now I can hold the Back button to open the menu and go directly to that piece of intel.

Steam (desktop) -> Settings -> Remote Play -> Enable Advanced Client Options -> Controller Overlay
Frankly, it's ridiculous that the default config assumes games aren't going to call for holding the back button. This is a common use case. Good luck out there!
