Are my system requirements enough for tomb raider 2013?

All of system requirements meet the criteria except for VRAM. I have Direct X 12 with 128MBs of dedicted video ram but the minimum is 512 MBs and the recommended is 1 GB. Will I be able to run it?

it's free, simply try it, and it doesn't work it doesn't work. But with 128MB VRAM you probably aren't running anything but Half-Life 1.

Depending on the system, you didn't say, you may be able to assign 512mb in the bios settings.
I'm assuming its dedicated on-board GPU.

don't be hopeful or expect anything. 128MB VRAM is not enough to play any game from like past 2005 pretty much.

I recommend https://store.steampowered.com/app/722060/Dominions_5__Warriors_of_the_Faith/ , shouldn't even require much VRAM at all.
