I am using windows and the problem is not Mic not turning off. It sort-of cannot turn on. The same story with Steam. My Steam does not turn ON mic. The problem is not turning OFF. Answer avoid using mic is super useless. Thx for that.
The only thing I can think of at the moment is to try different combinations of Voice Input and Voice Output devices.
Also, check that Microphone volume in Steam is not too low, otherwise Noise cancellation can screw up everything.
I talked to my friend on Skype for 2 hours trying to figure our what is wrong with my Steam. For about 20-30 connections on Steam, while testing different things we were able to connect and talk together twice. But just after we disconnect, next connection was again. On the same settings. I have NO IDEA what the hell is going on.

Sorry if I'm not able to help that much-- it's been a while since I used Windows in general and I can't remember exactly how everything works.
You said your colleague's PC worked fine in terms of Voice chat-- does he have Win 8.1, too?
And is it the first time you use Voice chat?
Though I can hear my mic working thanks to Steam Voice chat self-test feature in the steam configuration panel.
Visually in a voice chat, my mic seems working (volume level on my avatar icon showing up). But nada. And I can't hear a thing...
It's the second time I try this feature. I tried it last year, and it worked.
Are you using Windows 8? Because I am. I've heard that this might be the issue. None of my colleagues have Win 8 and their Voice Chats are working properly. Sadly I can't test any other Windows for myself :/
You can install Windows 10 on a virtual machine (with tools such as Oracle VirtualBox or VMware Player) and see if it works there, if it works it might as well be an issue exclusive to Windows 8.
I remember having issues with Windows 8.1 when I had it, too. Not Steam related issues, but still, that's what it made me switch to Linux.
If you have time and if you want to you can upgrade to Windows 10 from Windows 8 for free[www.bleepingcomputer.com], but I'd recommend backing up important data first.
No, I have win10 v1809 on 2 different machines (not even a single hardware component of the same brand) and they have the same issue. So I suspect something related to the network although that would be surprising, considering other webRTCs apps are fine and UPnP and even NAT-PMP is enabled on my router (and I can't see any rule created by Steam Voice Chat when he "connects").
I tried disabling the local win10 firewall, no success. Tonight I'll plug my 4G smartphone directly on one PC and see how it goes (to see if my router is involved by bypassing it).
TeamSpeak work perfectly.
Which mean when they are not met, it can't work?
Because so far, "Internet OK", "Mic OK", "Sound Output OK" seems obiously not enough, or are not correctly tested nor used by Steam VC.
