I'm trying to rebuy the game
There was a site that sells games at a low price, so I bought it and they registered the game with Russian key code. I was panicked and permanently remove the game from my account. and As a sign of atonement, I'm trying to buy a game at a right price, but I can't because it says there's already a game in my account. when can i rebuy the game i've already get rid off? i've remove the game at 2020/03/18 16:11pm

It really does not matter if its a Russian key if you were able to activate it.
That means it had no region restrictions.
You can use that game like any other without problems.
Also you cant rebuy a game if you already have a licence for it attached to your account.
"removing" is just a advanced " hidden" feature on Steam.
The licence gets deactivated but is still associated with your account.

So just go to the Support page, select the game, choose " Its not in my library" and then restore the licence.
Then enjoy your game and stop overthinking everything.

If he wants to rebuy he still need to remove it from account, I'm not sure if it's like the @Ogami mentioned though, because the support page used the line 'permanently remove from the account'

Anyway, as long as you can play it's not a big problem, although it still not recommanded due to Steam's not allowing you to bypass the regional stuff and getting the cheaper price(I believe most games you will get will be regional lock anyway)

What the problem of the so called 'cheaper' code is actually it's often from stolen cards, which your game might getting removed if the card owner claimed the money back, don't think your account will be alter though, but you will lost the access to the game and have to buy it again

I assume the post is due to the fact you found it's locked though xD

well i think you didn't understand what i'm trying to say probably because of my english.
1. I bought the game from South Korea website called Naver shop.
2. It comes with weird code(not steam code)and i have to use some of thier own verification site to apply the game to steam and the site request me to enter my account and password.
3. after entered my steam the store was change to Russian.
4. I wasn't really panicked at the first time, after i found out it was illegal stuff to do. then i'm panicked really hard and removed the game from my account.
5. and as a sign of redeem myself, i'm trying rebuy the game. and i really really want to buy it at original prices...

LOL, you should do the account safety check then, they are clearly using VPN to 'buy the game for you'

What about the API and the most importantly thing: backup codes though?

Because they might claiming your account 'back' since they have the code, which was designed to let the true owner claiming their own account back

But yeah, I saw such services in the free markets in my local as well, it usually being OK without account issues since they are earning money from it, except the side effects that my first post mentioned when they are not just buying you the game, but also using VPN to bypass the detection(which is bannable btw), and they might using third services to do it as well, it will be third-party of the third-party to you, which is extreme risky and they won't promise you a thing when something happened
