Steam Wallet Prepaid Credit (Error)

I am from Japan and reloading Y30,000 worth of steam credit. 5 out of 6 physical steam cards were already loaded and the last one gives me error. It puts on pending purchase then for around 30mins it will just disappear from the list and will list as FAILED. The card is unused and bought directly from a convenience store.

Try it an hour later. The card provider may be overloaded or have issued a cool down due to odd usage patterns. In future, better buy one large card instead of several cheap ones.

It's like 23 hours now. Waiting for the last time I entered the last code that went in and try again. Here in Japan it's just Y3,000 and Y5,000 available. Didn't use my credit card this time :/

2nd day still can’t redeem my last piece of steam card (physical card from convenience store in Japan) 5 out of 6 redeemed. The last is still getting this:

Can you redeem another card? The question is whether theres something wrong with that particular card or in general

I found out that it was not yet activated, I tried to check funds via WebMoney and it says card is not activated. I lost the receipt.
