Gift Card Cooldown

I recently bought a gift card from Target and I keep on being invalid, now there's this cooldown and it's wayyy passed 30 mins and I still have it, what do I do?

The cooldown is 1 hour.

BUT there is an issue with ALL Target purchased gift cards.

Sorry to hijack this post, but if i buy a gift card for someone, can i buy instantly another one for the same person, to get the right amount i want to give? Thank you.
