3. Legit adress of residence in the country you want to change to
4. Payment method registered in the country you want to change to ( bank account, paypal, credit card)
Payment methods registered in other countries wont work.
they meant a payment method REGISTERED/ISSUED in the new country.
Meaning if you live in England and visit your girlfriend in Russia. To get those sweet low Russian prices you will need a Russian payment method registered to a Russian home address.
Changing country to get sweet lower prices while vacationing for a short time in another country is NOT why you should be changing country of origin.
Your Steam country should be where you legally reside. Where your bills and mail normally go to. Etc. Not where you vacation.
In some regions (like mine), PayPal can't be used to buy on Steam + the whole address issue as stated above.
Your PayPal is registered to an adress. That adress must be from the country you want to use the store from or you will get an error at checkout.
While Paypal can be used globally, your Paypal account is still bound to a country.

incorrect i read it's possible to update store temporary during trip from steam faq:
You can update the store country each time you change locations as long as you use a payment method that matches your Steam country setting. Keep in mind that changing the store/Wallet country will be permanent and cannot be changed again until you move back to the other country.

oh so i won't be able to buy anything, how about steam prepaid, any my funds also update to the new country, or i wont be able to use it?
Steam Wallet cards work worldwide with no restrictions. So yes, you can use those in another country to charge your Steam wallet.
And yes, if you change store country all funds in your wallet will automatically exchange for the currency used in that store. At the current exchange rate.
That is one of the main reasons not to bother making the change for short trips.
Well that and games from Russia are usually region restricted. Which means he can buy them while in Russia but they will no longer work when he comes home.
At least for 90 days, after 90 days all games added to your library lose all their regional restrictions.
