UPDATE: Don't remember backup screenshots in userdata folders. Thanks AST!
do me a favour would you? go to AppData\Local\Steam\widevine and tell me what the creation date of widevinecdmadapter.dll is?
IMHO last update failed and does not updated all files in some PCs. Now tray icon is "Steam Client Bootstraper". After update it was "Steam" as years before.
it was the 12th for me. which was when this started happening. it was the only new file among them.
I save only game files (can't redownload 300GB), but I see now - I am lucky, uninstall does not delete old userdata.
This is my experience too.
I've tried:
Roll forward into beta client. Nope.
Roll back into stable client. Nope.
Delete HTML Cache. Nope.
Delete HTML Cache and Cookies. Nope.
Delete everything except steamapps and steam.exe. Nope.
Run as Admin. Nope.
Run in compatibility mode for Win 8. Nope.
