Have a look here:

Search for the ".NET Framework 3.5 Redistributable" - only download from the Microsoft page
I just tested here, and it installs.
But then again the "add feature" worked for me too.
Under optional updates, load net 4.5 or so.
That is all you need.
Muppet when I use Windows Update it says, "Windws couldn't find required files to complete the requested changes. Make sure you're connected to Internet, and try again. Error code: 0x800F081F."
I also want to share what I have in Turn Windows Features On or Off:
+ .NET Framework 3.5 (includes .NET 2.0 and 3.0)
- Windows Communication Foundation HTTP Activation
- Windows Communication Foundation Non-HTTP Activation
+ .NET Framework 4.6 Advanced Services
- ASP .NET 4.6
- (+) WCF Services
-- HTTP Activation
-- Message Queuing (MSMQ) Activation
--Named Pipe Activation
-- TCP Activation
-- TCP Port Sharing
Now, in all of the above, the only thing turned on when I opened this was TCP Port Sharing. What in the world is going on here?
Does Windows show that with Windows update in general? Are you on a limited account? Sounds like something is restricted.
There is this KB on the "0x800F081F" error you posted:
https://support.microsoft.com/en-us/kb/2734782
"Resolution for Windows 10" section.
Look that error code up.
You dont need 3.5 specifically.
