Steam download goes down to 0 kb/s

I had this problem for a long time already, if it happens I just had to restart my pc, but now it just doesnt go away. Sometimes i get lucky and if I restart the download it goes on for 1 minute, but I dont think this can be normal. I unlocked the ports on my router, reinstalled steam, cleared my download cache already, and nothing helps. What can I do to stop this madness? Sometimes it stops completely, like yesterday, and I just couldnt download space engineers. After I changed the download location with a proxy it worked, but other stuff like skype didnt. I want a permanent solution. Please help me, and thatnks for trying :D

i am trying to find a permanent solution, but for now, clear your download cache, change another download region, and activate a proxy:

go on this site, you can let all checked, but i would highly recommend you to take only fast ones: http://proxylist.hidemyass.com/
Now go to your windows control panel, go to your internet options, connections, LAN options (or configuration, idk im german) and then use proxyserver for LAN, and put in your chosen proxy, then try the download and if it doesnt work, idk what to do.
NOTE: to leave the proxy, just go in the same window and check "automaticly chose settings" again.

If i find a permanent solution, i will let you know :D
