Every single person is experiencing slowdowns at the moment. Don't make serious changes to your PC if anyone tells you, please. Just wait for competent staff to fix the issue.

Steam (top left) > settings > downloads > display download rates in bits per second.

Make sure that's ticked, otherwise you're getting about 5 megaBYTES per second which would be roughly near what 50 megaBITS translates to.

mbps = megabits per second
MB/s (or MBps) = megabyes per second

8 bits to make 1 byte. Capitalization of the MB is an important distinction.

Yeah... Steam defaults to MB/s...

Also try all the DL regions if it is still slow.

He said "mbps" though. He could have made a mistake, but I generally don't like treating random people I don't even know as noobs, if you know what I mean. Some people can feel really offended.

Anyway, 50 Mbps = 6.25 MB/s, so he's expected to get at least 6 MB/s.

5 MB/s is low, that's roughly 40 Mbps. I'm guessing he tested his network speed on some speedtest website (likely speedtest.net) and got 50 Mbps.

Also, I'm getting download speed issues as well, my friends do as well. It's an issue that's not tied to the users that started happening since the last Steam platform outage.

99% of the users always mistake MB/s and mb/s as speed tests and ISPs always show mb/s.

OP, can you perform a speedtest and post results or screenshot?
http://speedtest.net/
Also post screenshot of the Steam interface while downloading stuff.

Yes, don't just limit yourself to nearby regions. There's nothing saying you couldn't get full speed from say NY or the UK.

S. Korea was doing fine until Yesterday. I'm in the US. Now, all of the East Coast is bad and I get better speeds (not gb/s like I pay for) in Mexico.
