Make sure that's ticked, otherwise you're getting about 5 megaBYTES per second which would be roughly near what 50 megaBITS translates to.
mbps = megabits per second
MB/s (or MBps) = megabyes per second
8 bits to make 1 byte. Capitalization of the MB is an important distinction.
Also try all the DL regions if it is still slow.
Anyway, 50 Mbps = 6.25 MB/s, so he's expected to get at least 6 MB/s.
5 MB/s is low, that's roughly 40 Mbps. I'm guessing he tested his network speed on some speedtest website (likely speedtest.net) and got 50 Mbps.
Also, I'm getting download speed issues as well, my friends do as well. It's an issue that's not tied to the users that started happening since the last Steam platform outage.
