Btw, PC problems are your issue, not Valve's.
That's your own choice and your own responsibility. You should have stopoed before the 2 hour mark, not continue till it's 4 hours.
Steam Support can only see the time the program was opened, they can't possibly know whether that's actual playtime. And no, people saying so doesn't cut it, people lie.
If this happens more often, you either need to better look at the system requirements or do something about your PC.
But it's not Valve's responsibility that your PC isn't compatible with, apparently, multiple games.
The refund policy is clear and for everybody. You're not special.
Yep, the rules apply to you. Next time stop playing and refund it. You would think after being denied multiple times due to issues with your PC you'd have learned your lesson.
You just have to understand the refund system and the know-how in terms of justifying a reasonable refund if it is given to you based on a 2hour 14days process.
Why not try that?
