I dont want to play with russians in cs go. If i use VPNs like tunnelbear will i get banned?

It's typically disallowed. There's a low chance you'd get banned for using one. The only things I can think of that would get you into trouble while using a VPN would be either contacting Steam Support using a VPN, bypassing region restrictions, and falsifying location to get pricing not applicable to your location. So if you're going to use one, I'd suggest using a location that's near your location and in the same country. Shouldn't be too much of a problem if you keep all this in mind.
